This year, state parties are permitted to fund up to 85% of their operating budget with non-federal dollars – the only political organizations allowed to use this generous split. The difference between the expenses that could be paid for with non-federal dollars, and the non-federal money raised and spent, is called the Opportunity Gap.

Initially, the legislature is responsible for both plans. If the legislature fails to create a plan, a five-member commission comprised of the Lt. Governor, the Speaker of the House, the Attorney General, the Comptroller of Public Accounts, and the Commissioner of the General Land Office is formed. The governor has veto power over both congressional and state legislative plans.
