This year, state parties are permitted to fund up to 85% of their operating budget with non-federal dollars – the only political organizations allowed to use this generous split. The difference between the expenses that could be paid for with non-federal dollars, and the non-federal money raised and spent, is called the Opportunity Gap.

The 13-member Redistricting commission (Congressional Districts) consists of people appointed by the Majority and Minority leaders of both houses (2 each), the Chair persons of the two largest parties (2 each), and a final person chosen by the 12 members. There is no gubernatorial veto power for either the state or congressional plans.
