This year, state parties are permitted to fund up to 85% of their operating budget with non-federal dollars – the only political organizations allowed to use this generous split.  The difference between the expenses that could be paid for with non-federal dollars, and the non-federal money raised and spent, is called the Opportunity Gap.

Redistricting Information: 

The legislature is responsible for congressional districting. An 18-member commission in the House and the 10-member commission in the Senate, formed to create the state legislative districts, are chosen by the Governor from lists of candidates submitted by the major parties. The governor only has veto power over congressional district plans.
