This year, state parties are permitted to fund up to 85% of their operating budget with non-federal dollars – the only political organizations allowed to use this generous split. The difference between the expenses that could be paid for with non-federal dollars, and the non-federal money raised and spent, is called the Opportunity Gap.

A 15-member commission is appointed by the Speaker of the House and Minority Leader (3 each), the President of the Senate and Minority Leader (2 each), the Chairs of two major political parties (1 each) who each select one member from the public. The state Supreme Court draws the plan if the deadline is not met. The governor has veto power over both the congressional and state legislative plans.
