This year, state parties are permitted to fund up to 85% of their operating budget with non-federal dollars – the only political organizations allowed to use this generous split. The difference between the expenses that could be paid for with non-federal dollars, and the non-federal money raised and spent, is called the Opportunity Gap.
If this allocation is fully met, this would free their valuable federal dollars for voter registration, GOTV, and candidate advocacy that will directly benefit our candidates up and down the ballot. The State Legislature is responsible for creating both plans which must then be approved by the Governor. If the legislature fails to create a redistricting plan, an eight member commission is appointed by the Majority and Minority leaders of the House with a ninth member chosen by lottery from the names of a Republican and a Democrat submitted by the state Supreme Court. The Governor has veto power over both congressional and state legislative district plans.
