This year, state parties are permitted to fund up to 85% of their operating budget with non-federal dollars – the only political organizations allowed to use this generous split. The difference between the expenses that could be paid for with non-federal dollars, and the non-federal money raised and spent, is called the Opportunity Gap.
If this allocation is fully met, this would free their valuable federal dollars for voter registration, GOTV, and candidate advocacy that will directly benefit our candidates up and down the ballot. But we must act immediately. State parties have only 60 days from the date of an unnecessary federal expenditure to substitute non-federal funds, making early and frequent funding critical. The Commission for Reapportionment draws both congressional and legislative districts. The Commission has six members. Leaders of the two largest parties in the House and the Senate appoint one member for a total of four, and the chairpersons of the two parties with the most votes for governor appoint one each. There is no gubernatorial veto power of either plan.
